Building Permit - Please read this page in its entirety to make sure you have everything you need for a permit
An owner or authorized agent who intends to construct, enlarge, alter, repair, move, demolish or change the occupancy of a residential building or erect, install, enlarge, alter, repair, remove, convert or replace an electrical, gas, mechanical or plumbing system regulated by the Uniform Construction Code shall first apply to the building code official and obtain the required permit. An emergency repair or replacement of equipment may be made without first applying for a permit if a permit application is submitted to the building code official within 3 business days of the repair or replacement.

2. Is this a new structure or an addition to square footage? Yes = New Construction & Additions Requirements
3. Will this project involve decking, roofing, detached accessory structures or fencing? Yes = Other Requirements
4. Will this project require electrical, plumbing or heating & air work? Yes = Trade Permit
5. Will this project involve the cutting of any trees? Yes = See Tree Cutting Section Below
6. Will this project involve the disturbance of any land beyond the use of hand tools (shovel, etc.)? Yes = See Land Disturbance Section Below
7. Will this project include a retaining wall? Yes = See Retaining Wall Section Below
8. Have you completed your project and need a final inspection? Yes = Certificate of Occupancy or Certificate of Completion Request Form
CONTRACTOR LICENSE REQUIRED
Since July 1, 2008, a state-issued contractor’s license is required to perform residential contracting in Georgia. A copy of the license, qualifying agent license, and qualifying agent’s photo ID must be presented when first applying for a permit after receiving the license. If a person other that the qualifying agent appears in person to obtain the permit, they must present a fully executed “Authorized Permit Agent Form,” a copy of which may be found on our website.
Some specific trades, when performing work limited to that trade, are exempt for licensing if they are classified as “Limited Specialty Contractors” by the state. Check with this office is you are not sure if a license is required. For information on contractor licensing in Georgia, go to www.sos.georgia.gov/plb/contractors.
Will you have a licensed general contractor or builder? No = Homeowner Affidavit using "owner's exception" - see below requirements
Do you qualify for a unlicensed building permit under "owners exception"? See the following questions below:
1. Do you own the land on which the home will be constructed? If yes, continue. If no, you are NOT eligible.
2. Have you hired or intend to hire an individual to superintend and manage construction of this project? If yes, you are NOT eligible. If no, continue.
3. Do you intend to personally superintend and manage all aspects of the construction? If yes, continue. If no, you are NOT eligible.
4. Do you intend to schedule, contract or directly pay for all phases of construction to be done on this job? If yes, continue. If no, you are NOT eligible.
5. Do you understand that you must be present for all inspections? If yes, continue. If no, you are NOT eligible.
6. Do you intend to personally occupy the building for at least 24 consecutive months following completion of construction and do you understand if you do not do so; it creates the presumption under law that you fraudulently secured the permit? If yes, you may be entitled to a permit under the "owners exception." If no, you are NOT eligible for a permit under "owner's exception."
TREE CUTTING, TOPPING & TRIMMING
1. Tree Cutting Permit Application
2. Plat or sketch locating each tree to be cut, topped, trimmed, or removed. In order to identify tree by location the applicant must, prior to submitting the application mark each tree by placing a red (or other identified color) ribbon around the circumference of the tree at approximately 3 to 4 feet off the ground. The applicant must designate on the plat or sketch whether the tree is to be cut, trimmed, or topped and the total number of trees must be listed.
